Miguel concentrates his practice on issues related to infrastructure and public procurement. He has participated as an advisor in the structuring and execution of various and numerous APP projects, in the airport, railway, road, social and hospital sectors.
His participation as an advisor to concessionaire companies in more than 20 bidding processes of contracts under the APP modality stands out, as well as his advice to concessionaire companies and public works contractors in the development and execution of contracts with the Colombian state.
iguel has successfully represented contractors and concessionaires in procedures of friendly composition and international arbitration under the rules of the ICDR and ICC, resolving disputes arising in the framework of public contracts. He also has extensive experience in the negotiation and structuring of construction contracts, EPC, O&M, BOOMT, among others, related to infrastructure projects.
He was previously Director of the Administrative, Constitutional and Infrastructure Law area of Gómez-Pinzón Zuleta Abogados, was a member of the accession team of the World Trade Organization in Switzerland -providing support to the acceding countries in the negotiation of investment and infrastructure commitments-, and worked in other important organizations and firms in matters related to public procurement and infrastructure projects.
Miguel is a lawyer from the Pontificia Universidad Javeriana in Bogotá, with a specialization in Administrative Law from the same university. He obtained a Master of Laws (LL.M.) with an emphasis on infrastructure projects, at UCL – University College of London. He is a professor of the chair of APPs and Public Contracts of the Faculty of Law of the Universidad de los Andes and has been an exhibitor in different courses, seminars and diplomas related to public contracts in various universities. He is also the author of articles related to infrastructure and public-private partnerships that have been published by the Universidad de los Andes and the Colombian Chamber of Infrastructure.
