Sebastián Mantilla Blanco

Sebastián is Counsel at Zuleta Abogados Asociados. His practice focuses on public international law and, particularly, international investment law. He has experience in foreign investment, human rights, Colombian private international law, and Colombian constitutional law.

Sebastián holds a Doctorate in Law from the University of Bonn (Germany) (summa cum laude / dissertation prize from the Konrad-Redeker Foundation). He also obtained a Master of Laws (LL.M) from the University of Bonn (summa cum laude). In Germany, he held a scholarship from the Hanns-Seidel Foundation. Sebastián obtained his law degree (LL.B. equivalent) from the Pontificia Universidad Javeriana (Bogotá), where he was awarded the Order to Academic Merit and an Honorable Mention to his undergraduate thesis. He is admitted to practice law in the Republic of Colombia.

Sebastián is currently a Post-Doctoral Researcher at the Institute of Public Law of the University of Bonn (Germany). In Bonn, his research focuses on international economic law and general international law. He has multiple publications, particularly in the field of international investment law. He has also been a Visiting Professor at Universidad de La Sabana (Colombia).

  • Administrative Secretary in an international commercial arbitration under the Arbitration Rules of the International Chamber of Commerce (ICC)
  • Assisted members of the Tribunal in several investment treaty arbitrations, including cases under multilateral treaties
  • Participated in the strategy to build up and grow the firm’s legal practice in business and human rights
  • Assisted in the preparation of a legal opinion for a Latin American Government for a contentious case before the Inter-American Court of Human Rights
  • Filed an amicus curiae brief (invervención ciudadana) with the Colombian Constitutional Court, in the constitutionality control proceedings regarding the act approving the BIT between Colombia and France
  • Filed a successful action against a constitutional amendment before the Colombian Constitutional Court (Decision C-1056/12), as Member of the Public Actions Group of the Pontificia Universidad Javeriana
